Do I need an HMO licence?

In England, a property needs a mandatory HMO licence if it's let to five or more people forming two or more households who share a kitchen, bathroom or toilet — regardless of how many storeys it has. Councils can also require licences for smaller HMOs (additional licensing) or for every rented home in an area (selective licensing), so three- and four-tenant properties often need one too. Wales differs: the three-storey condition still applies and every landlord must also register with Rent Smart Wales.
